VST for Cubase 8.5 or Bitwig

I want to turn my panel into a vst for Cubase. However I am unable to run the ctrlr dll in cubase so I can export a vst of my panel.

I have tried on Cubase 8.5 Pro and Artist (2 pc’s on Windows 10 and a MacBook on latest OSX) as well as bigwig to get the ctrl*dll to show up as VST’s.

Any ideas? Have placed the provided dlls into the vst folders and rescanned in cubase. Bitwig (i got free with my seaboard rise) is not showing ctrl either.

Any ideas as standalone my panel is not really up to much? Thanks
