Yea, the original site went off air for quite a while and resurfaced at the URL I posted.

There have been a few updates recently see here: http://www.midi.org/techspecs/index.php .

The site you reference is just a copy of one of the pages of the original site which is known as "MIDI Technical Fanatic’s Brainwashing Center" and can be found here [url:386rkzc4]http://home.roadrunner.com/~jgglatt/[/url:386rkzc4].

The part that you reference can be found by going to the "Technical Docs and Programming" page, then to "The MIDI Specification".

Please note though that this is NOT "The MIDI Specification", only JGGlatt’s interpretation of it and a very good one I might add.
The original can only be bought from the MIDI Manufacturer’s Association (the MMA) and references can be found at their web site here: [url:386rkzc4]http://www.midi.org/index.php[/url:386rkzc4].

There are plans, I understand, to release the full MMA MIDI specification into the public domain as a pdf sometime in the future. Meanwhile parts of it can be found at the MMA web site in their technical documents.

        Hope that helps?
